A long-time advocate of sister cities, Ray Musser served as Mayor of Upland from 2011 – 2016 after serving on the Upland City Council from 1998-2011. He is currently a member of the Upland Community Foundation, Azusa Pacific University Board of Trustees Emeritus, Upland Kiwanis Club, and Pomona Valley Estate Planning Council. He had previously served as Data Processing Manager for Sunkist Growers, City of Riverside Systems Analysis Manager, San Antonio Regional Hospital Cardiac-Care Club Chairman, and Upland Community Housing Trustee.
